     In September 2007, Emma Taylor-McIntosh formed Diversified Alliances, Inc. (DAI) to provide business development and management supportive services to small business owners, with an emphasis on diversity. With nearly 14 years in business and financial consulting, she continues to see the same hurdles and barriers that faced small business owners in the 1960s.
Previously, during her more than 50 years in banking and finance, she designed and developed programs that funneled business to over 100 community banks. To create access to capital, she designed lending programs to mitigate the risk associated with lending to community businesses. She has taken the success of her programs to market and provides similar services for entities requiring her expertise. To enhance her efforts, she recruited staff and consultants to expand her service market to include start-up entrepreneurs.  Most recently, due to a crisis situation She has joined like-minded organizations and individuals to service young people aging out of foster care to mitigate and prevent homelessness among this group.  This alliance, "Diversified Alliances Global Institute."  DAGI is focused on providing housing, job training , job placement, life skills, social and healthcare services.  A complete detail is provided under "Membership." 

History of Success

The City of Chicago’s MBE diversity participation programs (1994 thru 2000)

  • Increased diversity participation from 5% to 80%
  • Provided blanket bonding for ALL City of Chicago certified diversity owned construction firms
  • Assisted diversity owned firms in securing over $175 Million in contract opportunities
  • Provided business development training for over 200 certified diversity owned firms 

U.S Small Business Administration (2000)

  • Designed, developed and implement a mentor protégé program which secured over $63 Million in contract opportunities for diversity owned businesses.                                                                             

Illinois Dept. of Transportation (2000 thru 2005)

  • Provide management and technical services.
  • Secured over $10 Million in bank lines of credit
  • Secured over $4 Million in bond lines of credit
  • Assisted DBE firms decrease insurance cost by 30%
  • Provided business development training for over 150 firms

In 2008, DAI was contracted by the DuSable Museum to assist in contract resolution with providers of construction services on their Historic Round House project.

 Chicago Urban League (2007 to Present)

  • Designed, developed and implemented a diversity construction programs for emerging businesses participating in their nextONE program. DAI efforts produced over $40 Million in contract opportunities, $40 Million in bonding lines and formation of two diversity owned prime construction firms. 
  • In 2009, DAI was contracted by the Chicago Urban League (CUL) to design, develop and implement a construction training program for businesses averaging 3 years with gross revenues of $250,000+. This program is the Chicago Contractor Development program (CCD). It provides training and education in business development and management. DAI continues to provide supportive services to their nextONE and CCD construction participants. All Participants were featured on the Chicago Urban Leagues nextTV program. This program won two Emmys for best network TV production. CCD is still in existence today and is one of the Chicago Urban League premier programs. 
  • In 2011, DAI and CUL collaborated in response to a RFP grant from the SBA to design, develop and implement a pilot program to team small businesses interested in pursuing federal contracting opportunities over $10 Million. Out of 300 respondents, 11 grants were awarded of which the Chicago Urban League and DAI collaboration was one. This is a one year grant with four options years and covers 7 states. DAI is the lead consultant. The pilot program concluded in September 2012. Twenty two firms participated resulting in over $90 million in Federal contracting opportunities. In September 2012 this grant was renewed by the U.S. SBA for another year. During year 2013, another 15 firms teamed together and yielded another $30 Million in federal contract opportunities. Due to the Federal sequester, this program ended December 2013. 
  • In 2012, DAI and CUL collaborated in response to a RFP from the Chicago Housing Authority (CHA) to design, develop and implement small business development program for CHA Section 3 resident and voucher holder businesses. This program will address and provide services for start up and emerging businesses within the CHA environment.

The State of Illinois Department Of  Commerce & Economic Opportunity (2014 to 2016)

  • In 2014, DAI was awarded a Urban Weatherization Initiative grant for their Home Energy Auditor Training Program and Residential Weatherization Program.  These programs were suspended in June 2015 due to a lack of funding being appropriated by the State legislature.  During the turmoil DAI was still able to funnel 29 participants through the training program with 3 receiving full certification and complete the weatherization of 11 homes.

All total, DAI staff provided business development supportive services for over 600 firms. We are UCP certified with the State of Illinois and a certified WBE/DBE Business Enterprise Program with Central Management Services.  We are certified as a WBE with the Chicago Minority Supplier Development Council.
